By A. Lee Graham Fort Worth Business Press lgraham@bizpress.net     A zoning change up for consideration at this week’s Fort Worth City Council meeting could clear the way for a 500-unit apartment complex at 1811 E. Northside Dr. Pre-council begins at 3 p.m. Tuesday April 2, with the regular council meeting starting at 7 p.m. at City Hall, 1000 Throckmorton St. Applying for the zoning change are Legend Bank and Tarrant Regional Water District, proposing the apartment complex in two phases. Buildings in the first phase would face the Trinity River, with most on-site parking along Northside Drive. If approved, the property would be reclassified from its current floodplain and planned developments zoning to planned development for high-density multifamily zoning. Some members of nearby Oakhurst Neighborhood Association have voiced opposition to the plan, calling it inconsistent with the city’s comprehensive plan or the Northside Economic Development Plan.
