ACS Infrastructure Development Inc., a leader in infrastructure development in the U.S. and part of ACS Group, is proposing the creation of a new data center campus through one or more of its affiliates on an approximately 107-acre greenfield site off of Hicks Field Road in Council District 7.
ACS Group operates in over 25 countries and employs more than 135,000 employees worldwide. The company is also no stranger to Fort Worth — having worked on notable projects through Turner Construction (one of their subsidiaries) that include Terminal F at DFW Airport, Texas A&M-Fort Worth and the expansion of the TCU football stadium.
The proposed data center campus would be completed in one or more phases — the first phase is anticipated to be completed by Dec. 31, 2031, and a second is proposed to be completed by Dec. 31, 2034. While the design of the campus and number of buildings is still under consideration, the campus will have a privately owned substation as part of the development.
ACS Infrastructure is proposing a total capital investment of a minimum of $2 billion or more for the project, which would include the full build-out of all phases — with a minimum of $481 million in real property improvements and $1.7 billion in business personal property.
In terms of operating the data center, the project would create 37 full-time jobs at full build-out, with an expected average annual salary of at least $150,000 per required job. Additionally, 15% of hard construction costs would be committed toward business equity firms.
In exchange, the City of Fort Worth is proposing a 10-year economic development program agreement (EDPA) starting at 35% of incremental business personal property upon completion of Phase 1. The agreement would increase to 70% of incremental business personal property after completion of Phase 2.
Incentive payments will be subject to the company’s performance requirements, which could result in a reduction of the grant or a default of the incentive if not met.
The proposed incentive will go before City Council for consideration on April 8.
