2019 ENGINEER OF THE YEAR
ANGELA PEREIRA, P.E., has been named the 2019 Engineer of the Year by the Fort Worth Chapter of Texas Society of Professional Engineers. Pereira is a facilities engineer at Lockheed Martin Aeronautics in Fort Worth.
Pereira has a civil engineering degree from the University of Texas. She became a licensed professional engineer in 1994, and currently maintains her licensure in the state of Texas.
Her professional career has spanned over 30 years in the consulting engineering field, starting as a member of the prime base engineer emergency force (Prime Beef) in the U.S. Air Force and progressing to senior project manager as a consultant in private practice.
Upon leaving the Air Force, she joined Carter & Burgess, developing her portfolio of aviation, municipal and federal projects.
Past high-profile projects include Alliance Airport runway expansion, DFW Airport Taxiway Systems expansion, Fort Worth Convention Center, Fort Worth Zoo, Trinity River Authority Interceptor Relief projects, and Prosper Teal Parkway. She owned her own engineering consulting business for more than a decade and joined Lockheed Martin in 2015.
Giving back personally and professionally is paramount to Pereira. She has served in different leadership roles in several professional and technical associations, including ASCE, TSPE/NSPE and SAME. In 1999, Pereira was recognized by the Fort Worth Chapter of TSPE as the Young Engineer of the Year.
She has mentored and developed future engineers through STEM outreach programs at both Tarrant County College and Texas Wesleyan University and has volunteered as an industry resource for the Department of Civil Engineering at the University of Texas at Arlington, providing guidance for Senior Projects and lecturing on professional practice.
Pereira is a long-time volunteer for the MATHCOUNTS, Future City and Fort Worth Science Fair programs. She served on the development committee for NCTCOG’s iSWM and participated with the committee that created DFW International Airport’s standard construction and development specifications.
She currently serves on the City of Hudson Oaks Planning and Zoning Commission; is an ad hoc member of the NSPE PEI interest group; and is a dedicated volunteer for the Stephen Breen Foundation.
Pereira is an accomplished fiber artist and enthusiastic cyclist. She and her husband, Tony, live in Hudson Oaks, where they tend a brood of chickens, all named Dolores. They take great pride in their four grown children and are absolutely delighted with their recently acquired titles of “grandma” and “grandpa.”

Young Engineer of the Year
Jacob Hays, P.E., a registered professional engineer, has been named the Young Engineer of the Year award winner by the Fort Worth Chapter of the Texas Society of Professional Engineers. This award is presented to individuals less than 34 years old who exhibit outstanding technical ability, have made great professional achievements, and continually support civic and humanitarian activities for their community.
Hays was born in Elgin, and later moved to Amarillo, where he attended Amarillo High School. After graduating from high school, he attended Texas Tech University in Lubbock, where he studied civil engineering.
He graduated from Texas Tech University in the spring of 2012 and accepted a full-time graduate engineer position at Halff Associates in their Fort Worth office where he is still employed. Hays received his PE license in the spring of 2017 and now serves as a design engineer and project manager on a public works team.
Hays’s involvement in TSPE began shortly after starting at Halff Associates when he was invited to a monthly meeting by fellow coworkers within his first week on the job. Since then he has served as the chapter’s treasurer from 2016-2018, on the scholarship committee from 2015-2019, as a MathCounts volunteer since 2013, as a Future City volunteer in 2014, and is currently the vice president of public relations.
Away from work Hays’s hobbies include hunting, fishing, mountain biking, softball, golf, and an array of other outdoor activities. He is active in his fraternities’ alumni chapter where he heads their annual memorial scholarship golf tournament. His girlfriend is a registered nurse in Dallas, his father is an equine veterinarian in Elgin, and his mother is a realtor in Amarillo.

Engineer of the Year
Caren Chambers, P.E., has been named the 2019 Engineer of the Year by the Mid-Cities Chapter of Texas Society of Professional Engineers. Chambers currently works for Michael Baker International as the transportation manager for the Dallas Office.
Chambers graduated from the University of Texas at Arlington in 1999 with a bachelor of science degree in civil engineering. After college, she went to work briefly for Garcia and Associates, but then moved to Colorado Springs, where she worked for DMJM Harris. She moved back home to Texas in 2005 to be close to her family.
Chambers is actively involved in TSPE Mid-Cities Chapter where she serves as the vice president and has served as the MATHCOUNTS Coordinator for the last three years, and Women’s Transportation Seminars (WTS) where she serves as the secretary and on both the Annual Golf Tournament and Annual Awards Banquet Committees.
But her most important role is mom to three boys – Joey, 18, Tyson, 13 and Seth, 9. In her spare time she enjoys spending time with her family and friends and riding around in her Jeep with the top down.

YOUNG ENGINEER OF THE YEAR
RYAN DUFOUR, P.E., a registered professional engineer, has been named the Young Engineer of the Year award winner by the Mid-Cities Chapter of the Texas Society of Professional Engineers. This award is presented to individuals less than 34 years old who exhibit outstanding technical ability, have made great professional achievements, and continually support civic and humanitarian activities for their community.
Dufour is a project manager and design engineer with Kimley-Horn and Associates Inc. in Irving. Over the past five years, Dufour has focused on municipal urban roadway reconstruction, intersection improvements, roundabouts, drainage and utility improvements, as well as development of roadway design standards. His experience has included more than 30,000 linear feet of urban roadways in the Dallas-Fort Worth and Houston areas. Some of his recent projects include: Great Southwest Parkway for the City of Grand Prairie, Lakeshore Drive and Summit Ridge Drive for the City of Rockwall, and Broad Street for the City of Mansfield.
Dufour received a Bachelor of Science in Civil Engineering from The University of Arkansas and is a registered Professional Engineer in the state of Texas. Ryan is an active member of the Texas Society of Professional Engineers-DFW Mid-Cities Chapter where he currently serves on the board of executives as treasurer.
Dufour currently lives in Grapevine with his wife, Lauren, and goldendoodle, Dak. When not working, he enjoys spending time reading books and finding new shows to binge on Netflix. An adamant sports fan, Ryan also loves to cheer on his beloved Dallas Cowboys and Arkansas Razorbacks.

Young Engineer of the Year
Andrea Taylor, P.E., a registered professional engineer, has been named the Edmund Friedman Young Engineer of the Year award winner by the Fort Worth Branch of the American Society of Civil Engineers (ASCE). This award recognizes younger members of ASCE that exhibit outstanding contributions to the public welfare of the civil engineering profession.
Taylor attended the University of Texas at Arlington, earning a bachelors’ and masters’ degree in civil engineering. Shortly after completing her bachelors’ degree, she joined Mycoskie & Associates (mma). Mma is a professional civil engineering, surveying, landscape architecture, and planning firm located in the heart of downtown Arlington. Mma has been serving the land development needs of public and private entities since 1999. Taylor is licensed in the State of Texas as a Professional Engineer and is currently a Project Manager who serves mma’s clients in developing residential subdivisions and commercial properties across the DFW Metroplex.
Passionate about volunteering, Taylor currently serves as a director on the Board of the ASCE Fort Worth Branch and is looking forward to future roles within the branch. She also volunteers as the Delta Arlington Alumnae Chapter President, volunteers with the Young Women Leadership Academy through CREW, as well as being a member of the City of Hurst Planning and Zoning Commission.
In her free time, she enjoys spending time with her husband and two dogs.

2019 Richard Van Trump Award Recipient
Caleb Milligan, P.E., a registered professional engineer, has been named the Richard Van Trump Award winner by the Fort Worth Chapter of the National Society of Professional Engineers Texas Branch.
The Fort Worth Chapter instituted the Richard Van Trump Award in 1971 as a means to recognize an exemplary member or members for service to the chapter during the previous year and to give honor to the late Richard Van Trump, P.E. The recipient is selected by the chapter’s past president to recognize those whom he finds most helpful and deserving in service to the chapter during the past president’s year in office.
Milligan serves as a discipline lead and the lead roundabout engineer in the Civil Engineering group at Dunaway Associates LP. He attended the University of Texas at Arlington where he graduated in 2008 with a bachelor’s of science degree in civil engineering. Milligan has worked with Dunaway for nine years where his primary focus is transportation infrastructure projects.
Milligan served as a project manager and lead design engineer on two award winning projects selected by the American Public Works Association, Texas Chapter for Transportation Project of the Year.
Since being at Dunaway, he has been an active member in the Fort Worth Chapter of TSPE serving as a board member the last six years. He was awarded the chapter’s 2015 Young Engineer of the Year. Milligan is a graduate of Leadership Fort Worth’s LeadingEdge 2018 Class, and also enjoys volunteering time to help with local community charities which include Cuisine for Healing, CANstruction, Habitat for Humanity, and ACE Mentor Program.
In his personal time, Milligan enjoys spending time with family and friends, golfing, fly fishing and adventuring in the great outdoors.
